US Scott 499 2¢ Washington (type I) used on US House of Representatives free frank cover mailed to Mrs. W.B. Smith of Glasgow, Kentucky. Postmarked in Central City, Kentucky, on August 8, 1923.
Printed signature in upper right corner of envelope is that of Robert Y. Thomas Jr., a member of Congress from 1909–1925. Use of stamp on envelope suggests it contained personal correspondence.
Cover is roughly opened and reduced at right and damaged at other corners, and has a stain below the postmark.
